Chuck Boehmer has over 30 years’ experience in program management, systems engineering and business development in both government and private industry. Chuck served as a senior program manager at Lockheed Martin, managing a wide range of satellite, and research and development programs. He also worked for General Dynamics Mission Systems in new business development. He has extensive experience in proposal development.
Chuck currently teaches spacecraft design and mission systems engineering at Arizona State University where he also guides seniors through their astronautics’ capstone design experience. He also teaches a course in professional engineering – a course that helps senior engineering students transition to the professional engineering environment. He has extensive experience and expertise in on-line teaching and on-line course development. His online Systems Engineering course is certified by Quality Matters.
Chuck retired from the US Navy as a Captain (O-6). He was a naval aviator, a graduate of the Navy Test Pilot School, and has earned Masters’ degrees in Aeronautical Engineering and Materials, and Financial Management from the Navy Postgraduate School.

Our Chief Engineer, Doug Forster, has over 44 years of experience in system engineering and software development in diverse application areas, including SIGINT, private and public voice and data networks, cellular telephony, terrestrial radio, narrowband and wideband satellite communi¬cations, and remote sensing. Prior to his recent retirement from General Dynamics, Doug was the Chief Engineer for the development of a large satellite communications system for a US Government application. His primary assignment was to work in the “white space” that inevitably seems to exist, no matter how rigorously for-mal system engineering processes are applied. Doug was able to identify areas of perfor¬mance or implementation risk, quantify the risk to total system performance, and offer techniques to ensure satisfaction of requirements, particularly in the interactions between the digital signal processing and analog portions of the system. Doug also participated in analysis of subtle design and performance issues and participated in system architecture studies that led to definition of the system baseline and winning proposal for the system design and implementation.
Doug has a Master’s Degree in Computer Science from Stanford University, and a BS in Electrical Engineering from University of California, Davis and holds US Patent 6,026,305 — Geographical location system and method for locating radio¬telephone engaged in a call (co-inventor).
